Peter, I didn't incur a ten cent per minute surcharge with AOL. I connected through AOLnet. It was not necessary for me to connect via AOL Globalnet. Since I have a flat monthly rate, there was no additional charge. Nor was I charged for the local calls, which were made from an airline club that provided free local call service.

The point I was trying to make is that I was able to make a local call to gain an analog modem connection with AOL from such remote places. I wonder how many other ISPs provide local numbers from places like Australia and Guam that will enable you to connect to AOL.
