No.

I received this reply to my fiber inquiry:

Hello,

I have received your email regarding Pacific Bells Cable

Any cable that is install is done by the Pacific Bell Telephone company. Pacific Bell Internet by law has to operate separately from the Telephone company. At this time we do not have the information needed to answer you question because Pacific Bell Internet is not involved in the installation of the conduit.

Thank you for choosing Pacific Bell Internet Services.

I noticed that Pac Bell is installing orange pull conduit that is used to house fiber optic cable in my neighborhood. Does this mean that PacBell will be delivering Broadband services over FTTC networks in direct competition with cable companies?

There is no immediately accessible entity named Pacific Bell Telephone Company. I will try other indirect ways. The plot thickens.
