Well let's see- marriage is merely state sanctioned cohabitation- so it should bend to public policy. What is the public policy of marriage? Is it to create stable relationships, and to allow partners to confer benefits upon each other in such relationships? Probably among couples who can consent to a relationship- since sheep cannot read or (I think) understand the institution of marriage I'd have to say no. But they are doing fantastic work with the great apes and sign language- so you could make an argument for marriage there (imo).

I do not think that people should be allowed to marry animals, until we are certain that they understand the responsibilities and obligations of the marriage contract.

I do believe that homosexuals should be allowed to marry each other, since marriage allows for people to take financial responsibility for each other, visit each other on their sick beds without challenge, and, at least in theory, form stable relationships.
