You're probably right that desperation causes nastiness. McCarthy flourished not just because of the Dewey/Truman thing, though, it's much more a product of World War II and its aftermath, including the Korean War. We forget how frightening it was that people living in the United States might be leaking important military secrets to the enemy, e.g., the Rosenbergs. McCarthy fed into that.
