Nortel tried it and dropped it about a year ago. I don't know if anyone else has succeeded.

Believe Nortel announced something similar last year. However it only worked at one voltage level and did not work if passed through a transformer.

A physicist on the GG digest list checked the 'scientific' papers "Luke Stewart" has published and suggested the bibliographies were 'odd' to say the least. There appears to be an 'odor'.
