It seems like the small startups are the first to market with Bluetooth devices, check out Philsar philsar.com. Some of the principals of Philsar were the founders of Skystone (and now have deep pockets):

Cisco Systems continues its buying binge by acquiring Skystone Systems Corp. of Ottawa, Ont. for $89.1 million in cash and stocks. As near as I can figure it, Skystone makes chips for SONET/SDH networks.
