The original architecture is from Cray and it was designed using Sun SPARC Chips which SGI didnt want anything to do with. How similar the current Starfire is these days to the Cray im not sure as they use many common components with other Sun Servers. The architecture if you take it back to the Cray days is quite a bit older than 3 years - If you mean where physically the Starcat is being designed im not sure but i suspect many of the Cray/Thinking Machines folks in boston who Sun aquired are working on it.
