I have addressed this in the past regarding sales tax. I expect that for .coms the States are going to agree on a Use Tax to make up for the loss revenue. The Quill case would make it Unonsitutional to charge a sales tax without a nexus. We are not going to see the Consitution amended over e-commerce so a Use Tax will be what is instituted.
