I am authorized to write naked options, though I rarely do, so I can assure you that it is possible to get such authorization. I would agree with you that if they are going to turn you down, they should give you a reason. I am not clear exactly what their criteria are, nor if the criteria has changed over the years. I got authorized about 5 years ago.
