TYLER TECHNOLOGIES' COLE LAYER TRUMBLE UNIT AWARDED $2.4 MILLION CONTRACT WITH THE CITY AND COUNTY OF HONOLULU; NEW SOFTWARE WILL ENABLE Property Owners to Access Tax and Appraisal Information Via the Internet

DALLAS, Jan 3, 2000 /PRNewswire via COMTEX/ -- Dallas-based Tyler
Technologies, Inc. (NYSE: TYL) today announced that the City and County
of Honolulu, Hawaii, has entered into a $2.4 million, three-year
contract with Cole Layer Trumble Company (CLT), a Tyler Technologies
subsidiary based in Dayton, Ohio, to install CLT's Integrated
Assessment System (IAS) for use by the Honolulu Assessor's and Tax
Collector's offices to administer their property tax functions.

IAS is comprised of several modules that will provide Honolulu with the
ability to maintain property descriptions, establish values, administer
exemptions, calculate taxes, produce tax bills and collect property
taxes.

"The Honolulu Assessor's Office has been using our Mass Appraisal
System (MAS) software since 1985 to manage the appraisal and assessment
functions," said Bruce Nagel, CLT's President and CEO. "After an
exhaustive search for new software, the City and County of Honolulu has
selected CLT to provide cutting-edge software and services for the Tax
Collector and to replace the MAS software with IAS in the Assessor's
office. Honolulu becomes the sixty- fifth jurisdiction to buy IAS, and
Hawaii becomes the 22nd state in the U.S. in which IAS will be
installed.

"This contract sets the stage for CLT to continue its long relationship
with Honolulu well into the future," continued Nagel. "Honolulu had
already completed Y2K remediation of their legacy software, so this
purchase is being driven by their desire to take advantage of new
technology to improve the administration of their locally controlled
revenue source -- the property tax.

"In recent years, Y2K concerns have driven many local government
software decisions. Now we are seeing a significant trend toward local
governments upgrading systems to take advantage of new technology to
improve productivity and provide better services to their
constituents," Nagel added.

As part of the IAS implementation, CLT will install its web-enabled
Community Access Response Environment (CARE) and the Spatially Enabled
Access Module (SEAM). CARE and SEAM provide for Internet access to
assessment and tax data, with the ability to display information on
digitally displayed ownership maps. Property owners will be able to
find their property on the tax map and review the parcel's description,
valuation information and tax payment information via the Internet.

The development of IAS began in 1989 and is now in its fourth major
release. IAS has been written using the Oracle relational database
engine and Oracle development tools such as Developer 2000 to create
the front-end user interfaces. IAS is the only "all Oracle" mass
appraisal and property tax administration software commercially
available to local assessing and taxing jurisdictions.

CLT was founded in 1938 and is regarded as the oldest and largest
provider of mass appraisal and related property tax software and
services in the nation. CLT currently has active projects in more than
30 states and two Canadian provinces. Tyler Technologies acquired CLT
