The Govt. needs to accelerate the process of trying the militants, in absentee too...

Yeah, right. GOI can also sentence them in absentia, and then maybe clang the doors shut on EMPTY prison cells for good measure! <g>

As for "hunting down" those guys, the Indian government has been trying to catch a poacher in South India for over 10 YEARS now. So you know how good they are at "hunting down"! <g>
