Jill,
Try this:
1) Send in all of the paperwork and get the new account setup for options trading.

2) Wire the money to the new broker so that it is available within 24 hours.

I just opened a new trading account and was able to do it this way without tying up the cash for long. Obviously, it's more complicated if your transferring securities (or options).
