Maybe Yeltsin's cronies are putting all the money they stole back to placate Putin. Or, possibly, Putin causes Russians with money to have more faith in the Russian economy. I've been wondering how much foreign money got parked in the US stock market due to Y2K fears ~ and what would happen if that money was to be pulled out and reinvested back overseas.
