Interesting post. No wonder German people want to keep the welfare state. Taxes keep them from saving by themselves.
The society in Japan is different. People worry about their future when they are no longer working and they don't expect the government to do much for them. In 1990 interest rates were still high. 10 year deposits coming due this year will see a different environment so we on this board are all expecting a lot of discontented money to flow into popular stocks. Capital gains taxes have been nominal in Japan; that may change.
