In Ireland there's an agency called the IDA (Industrial Development Authority) that seeks to attract foreign investment into the country. They've been hugely successful in doing this and in the process making Ireland one of the fastest growing economies in the world.
It doesn't give any indication in the article what the details are but I'm sure the IDA offered attractive tax incentives etc. like JDN alluded to.
This is a great move for both GBLX and the country as Ireland needs this broadband link to move forward to become one of the top e-commerce centers globally.
