p.s. to the uplink reply (#3850): I should have also noted that bandwidth valuations are NOT usually taken into account in devising payment schemes during the construction phase. The startup costs which I cited are strictly related to basic earth moving (seabed plowing?) and implementation costs of routes and easements. This is notable due to the widely disparate factors which govern these two economic models: bandwidth and physical construction.
