Hi Rob:

OSS are very important to deliver bundled services
(say ISP and voice), perform billing functions, and
to keep track of services orders, or achieve local
number portability. In this context, GST is
very well run from an operational point of view. However
the OSS expenses imply a big hit on the bottomline.
In addition, if I recall,there has been issues involving
GST and Q, where Q was less than cooperative to
implement local number portability. It seems to me
that the problem with GST is on the sales side. Also,
while the management is competent from an operational
point of view, it is short in the area of charisma
and vision. Note that the above assessment represents
only a ``gut feeling' based on listening to selected
CCs. Dissenters should feel free to express themselves.
