Yes, the WEB's are normally moving ahead of the actual market. The belief is the market that the WEB covers will follow the US market, and in case of HongKong, that is quite true although there are local factors to look at too.

The buyers of EWH yesterday in anticipation of HK market to follow the DOW will be disappointed today. There is this London market data getting into the equation as well. Almost all the Hang Seng index stocks are traded in London Exch, a market active in between Hong Kong and US. FWIW.
