I did some digging on the data capabilities.
The bandwidth of the system allows much more than
9600 (7200)baud.
With additional info from Maurice and others I believe
this is the conclusion:

1. HDR like service can be implemented
2. It will not allow 2Mbits but more like GPRS or 112Kbits
3. It is up to Globalstar to make the decision
4. It is Qualcomm that makes the equipment
5. We need a business case to generate interest.

If someone can find 300K customers I guess it would be
enough to start the project.

Another idea,
almost all the GSM operators are now testing or thinking about testing GPRS service.
It is going to very costly.
Opening HDR on GSM/Globalstar would be a killer app
saving opertors billions.
