Great Skate Debate  Plans have almost been finalized for the next Great Skate Debate, the innovative made-for-television figure-skating competition that debuted in 1996.  "We're in the throes of negotiations with FOX," noted Rick Gentile, president and executive producer of Diamond Sports and Entertainment. "We're in the process of putting the skaters together."  FOX plans to broadcast the competition live on Feb. 12, from 4 to 6 p.m. ET. The format calls for three competitors each in the men's singles, women's singles and pairs categories. Each performer will skate one program, with votes by audience members and from viewers at home, via the Internet, determining the winners.  "It's tough to do skating on television these days," Gentile said. "We're hoping to have a lot of success with this and overcome a lot of the troubles many people, including we, have had. We think we have a great concept and a great product, and it's great for television. We're thrilled that FOX is willing to be a part of it."  Diamond will be partnering with HyperTV Networks, Inc., a division of ACTV, Inc. HyperTV is a software application that enables television programmers to send interactive Web content to viewers watching TV at the same time.  "We're trying to come up with a few surprise wrinkles to get the audience interacting a little bit more than just by voting for it," Gentile added. "HyperTV will be conducting voting on their Web site and have other interactive activities, too."  The location of this year's installment has not yet been determined.
