Short interest is reported only once per month, on about the 26th of the month, and is for short interest as of the 15th. It looks like your link is to a Viwest site that tracks the number of times people have inquired on the site as to what the short interest is on any stock. So a lot of people are checking in to see what QCOM short interest was, on 12/15/99 and before, but that does not mean much.
