Happens all of the time, unfortunately. When you put in your order, the broker sends it to one of the exchages (I presume the one with the lower ask if your buying). The exchange prices move independently, so you may be looking at a composite bid where the high bid is not on the exchange that your order is on. With Schwab I can look at the data from each exchange and you may want to check and see if Brown will let you do this. QCOM options trade on Chicago and Philly as far as I know. Anyway, your probably not going to get a fill on a buy unless you hit the ask and you said that you were sitting on the bid.

Hopefully the SEC will shake this out sometime in the future like they did with the Naz in the 90s.
