BGR, how do you explain then the addition of PERMANENT reserves during the y2k pump-fest? In fact, even the gall of doing a coupon pass a couple of days after RAISING rates the last time?

BGR, they could have devised a way for the banks to have reserves at their disposal for emergency needs only related to Y2K instead of just adding reserves with no strings attatched. mike
