I think its a tax strategy. He sells the stock cheap from a taxable account to an IRA account. Then he sells at a high price from the IRA account back to the taxable account. He thus builds up tax losses which are really illegal extra donations to his IRA account. The ideal vehicle for such a strategy is a stock with enough volume to be on some broker's after-hours list, but not enough volume to have a narrow spread.
