The idea of "socialization", divorced from out and out socialism, is that certain costs which would be devastating if borne by individuals or classes of individuals are spread around thinly, and do not affect the taxpayer much. The rationale is not charity, but "distributive justice", the idea that we have a claim on society as the insurer of last resort in certain matters, coupled with a concern for the disruptive impact on others of unaddressed catastrophe: after all, if whole communities are wiped out by the consolidation of households, because the elderly cannot afford independence, then there is a ripple effect on many of unpredictable consequence. Thus, Social Security and Medicare made sense as initiatives, but were unsoundly conceived, and will collapse if not drastically overhauled......
