These regional bodies can be a mare's nest, although they are supposed to be accountable to the municipalities involved. On the other hand, there will be increasing use of such bodies, because political borders are seldom rational, and yet people are loathe to contemplate wholesale revision. It is troubling to give them the power to tax, but not so much that there should be a consolidated zoning board. As for transit, well, that should be a separate corporation......
