Check for the board grounding against the case. I heard of a situation where an Abit board would not fit right in an InWinn case. You had to insulate a corner of the board with a piece of cardboard or whatever. It happened to several people.

Are your wires for the power, power switch ... (the little connectors) in the correct spot?

Assuming the board and chip are ok this is my last guess.
