The pricing of stock options for directors, etc. is a complicated affair, but here is some links if you want to read:

But put simply, they can price the options at the lowest closing price for the last 10 days. Which is $0.23
There are exceptions, and without knowing the full plans the directors etc are on, it's tough to estimate if this is the last. But my guess is in 3 months time you can expect another incentive stock option filing. Anyways, actual options have a hold period, which is more important. But we now know why the price didn't climb as rapidly on Friday, it had a tough barrier to climb through.
