This seems to be it - I remember the movie where it was used "The Go Between" with Julie Christie, Alan Bates, Edward Fox.

You've got it right. I think the exact quote uses "foreign"" instead of "different":
"The past is a foreign country; they do things differently there."
It's attributed to Leslie Poles Hartley, an English writer who died in 1972
(1895-1972). He liked to write tales about the fantastic and the macabre.

The line is used at the beginning of the movie "the Go-Between" by Joseph Losey. [a wonderful film, incidentally] The movie was based on Hartley's book.

I really don't know but in my new found country we say:

Tsy avelan'ny ela tsy ho antitra
(We are getting old as time pass by)

nothing earthshaking you know we are gentle people ( I hope)
but we say this:

Ny anatry ny ray toy ny tsipak'ombalahy, mahavoa,
mahafaty, tsy mahavoa, mahafanina

which means:

The reprimands of the parents are like the kicks of a bull,

Watch out for the parents...
and the bulls...
in fact there has been a lot of bull around lately.
