OT OTI didn't know TD was the only one allowing this. I've never been clear on exactly how the over-20% penalty is calculated. I know it's 1% per month on the overage. So it is calculated on the last day of the month? Does this mean if I buy some calls on the 10th (and go over 20%) and sell them on the 20th, I won't get penalized that month? If I do get penalized, do they just hit me for a straight 1% on the overage, or do they prorate it since I was only over for 10/30 days?

20% penalty is based upon the book value of your holdings---ie the cost and not the market value. Yes, it is based upon the last day and is NOT an average.
Yes, you can buy and sell and there is no problem except for commissions.

If you are over the 20%, the is no prorating. It is just based upon the amount over 20% on the last day of the month.
So if you are 100% in US securities and sell for settlement by the end of the month, there are no foreign content penalties.
OR if you are cash all month and go 100% foreign at month end, you get nailed on the excess 80%.
