2 more cents in SOES discussion... While it's correct that SOES share in order routing has diminished greatly, it still can be used when situation is right. Like with any other route, it's all about timing and particular level 2/T&S situation. When there are no MMs at inside market or they show 100-200 shares and stock is jumping around SOES is useless and most likely way to disaster. Necessary condition for SOES is enough size shown from MMs, unless you see plenty of fast paced prints for 1000 shares on T&S which indicates that SOES queue is full and your order has a great chance to stuck in the line. Like with any other side of trading in a while trader develops a feel hinting him what way to act has a good chance for success and what is more like crap shot.
I often see traders trying to SOES in or out when dealing with extremely volatile stock which has thin bids/offers. Many don't even bother to check SOES tier size or if stock is SOESable... Of course they get lousy fills and next thing I hear: SOES sucks... Well, hummer sucks when used instead of screwdriver...
