Linux is an operating system. It does nothing unless application programs are added to the OS platform. Perhaps the application programs that provide TiVo's functionality require royalites/usage fees. Perhpas TiVo is simply charging for its services.

All Linux does is reduce the cost of the product buy not requiring a license, for example, for Windows.
