My point is that the current discussion here is that there's no way in hell that Manhattan can get all those proud Peruvians to agree to move, and that it'll cost billions to move and rebuild all those ultra-modern schools, hospitals and power stations. That's all bullshit. It's all something that's been done before and there's no reason to expect (as your "odds are low" says) that it won't be done again here. The bearish ones are saying that it can't be done.
