I think Intel made the upsell decision sometime in August/September as they started to get a feel for what Q4 was going to be. They saw how pissed off Gateway was in October/November timeframe. Production pipeline being what it is, that was too late to do much about it. My 2 cents.

P.S.: That Gateway side of the story has merit should be a given. No OEM will foul mouth its supplier, especially someone as powerful as Intel, if it does not have a solid reason.
