The best argument for keeping Elian in the U.S. (for me at least), is that the Father does in fact want him to stay and that there was a pre-arranged agreement with the family that they would do everything the could to make sure that he stayed in the U.S., regardless of what he may say publicly.

I do agree that the mid to long term to the situation in Cuba is to open the doors. Big changes are not possible until there are rising expectations.
