I do not know whether or not Cox is aligned with a portal, but it is up and running broadband internet connections in Chesapeake, Virginia and has been doing so for about 2 months or more. Cox is an aggressive acquirer of other cable companies, last year acquiring Metro Media in Fairfax County, VA, a suburb of Washington, D.C. Dislosure: I have a beneficial interest Cox.
