ICQ is headed upwards. If you look at the buying prior to the news release.. you can see that someone knew something about the stock. Stocks just don't move up 300% plus for no reason. I read the 20f and they are applying to list on the OTC BB as a mining deal but I speculate that they may change their operations to a high tech deal seeing how many mining companies have done so. For example, check out SNO on the CDNX which just announced news on a potential internet deal and will release news in 10 days. Again, SNO has moved up 500%+ prior to the news. There are cheaters out there that buy stock prior to the news release. I always watch for them and have done quite well.
