Tim,

Reg T or other regulatory rules are minimum standards. Brokerage firms can set more stringent requirements and often do. Many firms have more restrictive margin requirements on internet stocks for example. Some firms don't allow naked options. My feeling is that when one large firm allows margin on LEAPS then the other ones will have to follow.
