I agree with you that the SEC's new and revised (rules) policies and procedure have the "intent" to protect the general public from this type of fraud that uses news letters, internet boiler rooms, investment clubs, listserv, chat rooms, bulletin boards or web pages. It remains to be seen if the SEC can adequately police and enforce this rule on the Internet along with improving the conviction rate using their current resources and enforcement strategies. Hopefully they will improve their efficiency and effectiveness to better protect the investing public from these scams.

It would be interesting to see CNBC do a follow up story and have them review the issues raised on this board.
