Obviously there is a problem if you think BIME was trading at "$400-$200 in 97-98."

They reverse split the stock in 97 (1-10) and in 98 (1-10).
That makes your $400 high a more realistic $4 right?
I missed your question about why it's below $5...sorry.

That is what I was commenting on. Why is it below $5? Many times a reverse split is the kiss-of-death for a stock. But I hope you do well with it.
