I told Hardline this already:
You can create a portfolio in Classic SI, mark it public in the space provided for that purpose near the bottom, then migrate it to New SI. Once in New SI, click on the migrated portfolio to get the URL, then you can publish it. The URL in Classic is not the same in New. I just did it last week as a test for someone on another thread. It worked.

If everyone on the tread emailed SI and complained about the Public Portfolio not being on the new site, it would probably get them to move quicker.
