Then wouldn't it make sense that the auctions haven't been going well? Is that the case?

As far as the budget "surplus" is concerned: 1) I don't think it's significant in the short term as long as overall debt levels remain high. 2) I don't trust the accounting...Jeez I don't even UNDERSTAND the accounting.

The bond rate trend speaks for itself and has been strongly upwards since 1998. The Fed can drain the swimming pool of money at will.
