I get the impression that many will welcome the development. There are some articles in the Piura paper that I intend to dig up. I did find one editorial online, but I can't find the link. Maybe charred could interpret for us, as babel didn't do a great job. However, just like there are people that refuse to leave their home when the volcano next door is about to erupt, there will be people who don't want to move. Doesn't seem like there will be a big problem. Those folks are sitting on a gold mine. -jeff
