I suspect you're right, that a fair number of subscribers don't have email (though I'd bet that number is well under 50%). Express Mail might be a good option, since it's unlikely that it would be needed more than a few times a year. (After a fiasco in Jan '98 that I experienced, I'd definitely want it for buying opportunities as well, not just changes in allocation.) But I'm pretty sure I recall this option being discussed and dismissed in the past. :(
