Rather than some consipiracy to manipulate, is it possible that somebody is sitting on a profit and has entered sell orders anytime it goes above 120 to take those profits? What makes a market is that some people actually think IBM is overprice at 120 (hard as that is to believe) while others think it's underpriced. It's eventual move away from this range will depend on how many $$ are sitting on either side of that disagreement.

The daytraders know that this stock is on the upswing and are probably targeting it. It's a probably a good 'un to daytrade because they know it's not the end of the world it they get stuck with it at the end of the day.
