Please explain what this means.
Do you think MSFT is not-competitive now?
I disagree with you here. I need, and MSFT's partners need standards to apply for the OS. It is hard enough to keep up with changes in tax law and the accounting profession's policies.

2. "The app division would still crank out great product..."
Across ALL (or WHICH) operating systems?
I disagree with you here. Software companies no longer support DOS versions, for WINDOWS. See #1 above.

3. "The internet division, on their own P&L would be valued
appropriately and free to acquire ..." OR BE ACQUIRED!
Now this may make sense.

The app division would still crank out great products
Moreover, if the API to windows is required to be published in full for the app division it will mean more great apps from other companies that are robust and full featured. MSFT has been hurting itself IMO by the cosy relationship between apps and os.
