If a serf tried to leave the manor, the shire reeve would track him down and bring him back. The reeve was empowered to do this by the state.

There is no analogy between this tyranny and the situation of a jerky boss attempting to make life miserable for an employee. The employee may simply sell his skills somewhere else.

Quite the contrary, in our country it is the sheriff's duty to ensure the employee may freely leave. If the employer uses threats or other coercive tactics, then by all means, the state must play a role.
