Term is four years. Starts two years after President's term begins. Chairman's role in monetary policy is only first among equals. He must maintain a majority support (usually made unanimous after bitter fights in camera) in the FOMC.

My recollection is that it was the late spring of 1987 - still with Reagan as President.
