What about the promise that there would be a 10 year royalty holiday for new mines? This promise was rescinded when the drill results for Voisey's Bay came in.

INCO has played fair and by the rules since day one and now they are going to be forced to develop. There are several economic deposits of ore elsewhere in Canada that are not being mined. Do you think those governments would force a company to develop a mine?

Where is it written in the Newfoundland and Labrador mines act and regulations that outside of general assessment work "you shall develop a resource, further you are going to process the ore here, especially if it is rich ore".

Tobin should quit reading popular accounts of the discovery, he will not be remembered the same way.
