This thread is pretty dead these days. I'll take a shot at your questions.

what is the difference between level 2 and 3. cost.

I don't know about the cost, but cost may not be the only issue. I believe only registered NASD firms can obtain a level 3 workstation. I heard some talk about someone saying they offered it at the daytrading expo back in the fall, but some pretty savvy traders on another thread expressed doubts about it. I have not heard anything recently.

is there any level two sites/programs which can get level two on any kind of options equity/index etc.

Options are traded on four exchanges. There are places you can see the quotes from those four exchanges. I use myTrack for real time quotes. You can get it there. One of the brokers I use has it too (Interactive Brokers). I'm sure there are other places as well.

If you are asking for something that shows what is behind the best bid and offer at each of the individual exchanges, I know of no such thing. That's like asking a NYSE specialist to see inside his order book, or a NASDAQ market maker to see his internal order flow. That may be nice to have, but I don't think it's available anywhere.
